The SESAR Joint Undertaking (SJU) has a program in place, in cooperation with the FAA to reduce emissions: AIRE: Atlantic Interoperability Initiative to Reduce Emissions. In the future this may enable the flight crew to take over some of the separation tasks of air traffic controllers.
